【摘要】:1.1Thispracticecoverstheprocedureforcertifyingparticulatematterdetectors(PMDs)andbagleakdetectors(BLDs)thatareusedtomonitorparticulatematter(PM)emissionsfromkilnsystemsatPortlandcementplantsthatburnhazardouswaste.Itincludesdesignspecifications,performancespecifications,testprocedures,andinformationrequirementstoensurethatthesecontinuousmonitorsmeetminimumrequirements,necessaryinpart,tomonitorreliablyPMconcentrationstoindicatetheneedforinspectionorcorrectiveactionofthetypesofairpollutioncontroldevicesthatareusedatPortlandcementplantsthatburnhazardouswaste.1.2Thispracticeappliesspecificallytotheoriginalmanufacturer,ortothoseinvolvedintherepair,remanufacture,orresaleofPMDsorBLDs.1.3Thispracticeappliesto(a)wetordryprocesscementkilnsequippedwithelectrostaticprecipitators,and(b)dryprocesskilns,includingpre-heaterpre-calcinerkilnsystems,equippedwithfabricfiltercontrols.Sometypesofmonitoringinstrumentsaresuitableforonlycertaintypesofapplications.Note1ThispracticehasbeendevelopedbasedoncarefulconsiderationofthenatureandvariabilityofPMconcentrations,effluentconditions,andthetype,configuration,andoperatingcharacteristicsofairpollutioncontroldevicesusedatPortlandcementplantsthatburnhazardouswaste.1.4ThispracticeappliestoPortlandcementkilnsystemssubjecttoPMemissionstandardscontainedin40CFR63,SubpartEEE.Note2ThelevelofthePMemissionlimitisrelevanttothedesignandselectionofappropriatePMDandBLDinstrumentation.ThecurrentpromulgatedPMemissionstandards(70FR59402,Oct.12,2005)are:(a)65mg/dscmat7%O2(0.028gr/dscfat7%O2)orapproximately30mg/acm(0.013gr/acf)for"existingsources"and(b)5.3mg/dscmat7%O2(0.0023gr/dscfat7%O2)orapproximately2.5mg/acm(0.001gr/acf)for"newsources."OnMarch23,2006(71FR14665)EPAproposedtorevisethePMstandardfornewcementplantsto15.9mg/dscmat7%O2(0.0069gr/dscfat7%O2),orabout6-9mg/acm(0.0026-0.0039gr/acf).Theemissionstandardsmaychangeinfuturerulemakings,sousersofthispracticeshouldcheckthecurrentregulations.Sometypesofmonitoringinstrumentsarenotsuitableforuseovertherangeofemissionsencounteredatbothnewandexistingsources.1.5ThespecificationsandtestprocedurescontainedinthispracticeexceedthoseoftheUnitedStatesEnvironmentalProtectionAgency(USEPA).Foreachmonitoringdevicethatthemanufacturerdemonstratesconformancetothispractice,themanufacturermayissueacertificatethatstatesthatmonitoringdeviceconformswithalloftheapplicabledesignandperformancerequirementsofthispracticeandalsomeetsallapplicablerequirementsforPMDsorBLDsat40CFR63,SubpartEEE,whichapplytoPortlandcementplants.Note340CFR63.1206(c)(8)and(9)requiresthatBLDsandPMDs"becertifiedbythemanufacturertobecapableofdetectingparticulatematteremissionsatconcentrationsof1.0milligramsperactualcubicmeterunlessyoudemonstrateunder63.1209(g),thatahigherdetectionlimitwouldroutinelydetectparticulatematterloadingsduringnormaloperations."ThispracticeincludesspecificproceduresfordeterminationandreportingofthedetectionlimitforeachPMDorBLDmodel.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
